The Structural Shift You Missed
In 2021-2022, retargeting was a genuine incremental play. ASC didn't exist. The algorithm needed manual audience segmentation. Retargeting warm audiences was a reliable way to capture conversions prospecting campaigns couldn't close.
Measured's geo holdout test data across 30+ ASC campaigns found that ASC consistently over-allocates toward existing customers because they produce the highest platform-attributed ROAS, even though those conversions are the least incremental.
Both campaigns claim attribution for the same conversions. Retargeting ROAS looks strong because it's targeting people who almost bought. The conversions that would have happened through ASC anyway are invisible in the dashboard.
The Three-Step Retargeting Audit
Step 1: Pull audience overlap between ASC and your retargeting ad sets.
In Ads Manager, check whether your retargeting audience (site visitors, cart abandoners, social engagers) is excluded from your ASC existing customer cap.
Meta's own guidance acknowledges it cannot guarantee 0% overlap even with the existing customer budget cap set to 1%.
If you're running ASC and a broad retargeting campaign with no structural separation, you have overlap.
If your manual retargeting campaign is consuming more than 15-20% of total ad spend, the incremental question becomes urgent.
Step 2: Run a 14-day retargeting holdout.
Turn off manual retargeting campaigns. Hold spend in ASC. Compare total conversion volume and revenue over 14 days against the prior 14-day period (adjusting for seasonality).
If total revenue holds within 15% with retargeting off, retargeting was largely non-incremental. ASC was capturing those conversions anyway.
This is the cleanest test available, and it takes 14 days of patience, not technical infrastructure. Any operator can run this.
Step 3: Check your retargeting window.
In 2021, brands set 30-180 day windows. In 2026, with shorter purchase consideration cycles post-iOS and faster intent signals, users outside a 14-21 day window are often behaviorally cold even if Meta's pixel considers them warm.
A 180-day retargeting window in 2026 is targeting people who visited your site once months ago with no subsequent engagement. That's closer to prospecting than retargeting, with retargeting CPMs and no incremental lift.
What Healthy Retargeting Looks Like in 2026
It’s not a separate campaign competing with ASC for the same warm audience pool.
Create a tightly constrained, high-intent-only layer targeting the segment with demonstrated purchase intent that ASC structurally under-serves.
Manual retargeting still works for 7-14 day cart abandoners and checkout initiators specifically. These are the highest-intent users in the funnel - they got to checkout and stopped. ASC tends to under-invest here relative to the conversion probability because it's optimizing for scale across a broader pool.
A dedicated, constrained retargeting campaign for checkout abandoners with a specific offer or friction-reduction message is genuinely incremental. Everything else in standard retargeting setups probably isn't.
The spend freed up from non-incremental retargeting should go to prospecting. More fuel for ASC prospecting compounds faster than spending the same budget on retargeting that's already being covered.
Final Thoughts
Across the accounts I manage, this is the audit I run when I inherit a new account. The pattern is consistent: broad retargeting campaigns running alongside ASC with no structural separation.
The spend looks productive because ROAS is high. The incrementality question is what operators miss.
Pull the overlap. Run the holdout.
You might find your best-performing campaign is doing the least incremental work.
